Who is Steve Haines?
Haines is a senior FIB agent and the superior of Dave Norton, the agent who made the witness protection deal with Michael years earlier. Haines discovers that Michael is alive and uses that secret, along with evidence of the protagonists’ crimes, to force them to carry out operations for him. Publicly, he presents himself as a tough, charismatic lawman with a TV show; privately, he is willing to torture, murder and steal to advance his career and beat the IAA in a bureaucratic turf war.
Steve Haines’s missions
| Mission | What Haines wants |
|---|---|
| Dead Man Walking | Haines and Norton reveal their hold over Michael |
| Three’s Company | The trio kidnap a target from the IAA building for the FIB |
| By the Book | An interrogation mission where Trevor questions a suspect, one of the game’s most controversial scenes |
| Blitz Play and The Merryweather Heist | Jobs that serve Haines’s plans against rivals |
| Monkey Business | Stealing a chemical weapon from Humane Labs |
| The Bureau Raid | Breaking into FIB headquarters to delete evidence against Haines |
Each mission pulls the protagonists deeper into government corruption, and Haines never stops threatening to expose them. Players often describe him as one of the most hateable antagonists in GTA 5.
The Bureau Raid
In The Bureau Raid, Haines needs incriminating files removed from the FIB servers, so Lester plans a heist on FIB headquarters. The crew can go in disguised as firefighters or drop in from the roof. The heist shows how far Haines will go: he uses criminals to break into his own agency to protect himself. It is also one of the most memorable heists, with a dramatic escape down the building.
Haines and Dave Norton
Dave Norton is Haines’s partner and Michael’s old handler. Unlike Haines, Norton is more sympathetic and seems trapped by his boss’s ambitions, sometimes helping Michael behind Haines’s back. Their partnership is tense, and Norton’s divided loyalties add depth to the FIB storyline. In the endings, Norton’s role depends on the choice Franklin makes.
Haines and the endings
At the end of the story, Haines approaches Franklin and demands that he kill Trevor. If Franklin agrees, this leads to Something Sensible (Ending A). If Franklin chooses The Third Way (Ending C), the three protagonists decide to take out their enemies instead, and Trevor kills Haines while Haines is filming his TV show at Del Perro Pier. Ending C is considered canon, so Haines is dead in the main GTA continuity.
Haines’s TV show
Haines hosts his own reality-style TV program about law enforcement, which Rockstar uses to satirize media-hungry officials. He cares about ratings and appearances as much as justice, and his on-camera persona is very different from his real behavior. His death in Ending C happens during a filming session, a darkly ironic end for a man obsessed with his image.
Why Haines matters to the story
Haines represents GTA 5’s satire of the government and intelligence agencies. While the protagonists are criminals, Haines is shown as worse in many ways: he abuses his power, uses torture, and treats people as tools. His conflicts with the IAA parody real-world rivalries between agencies, and his missions raise uncomfortable questions about who the real villains are. For many players, taking him down in Ending C is one of the most satisfying moments in the game.
Steve Haines’s personality
Haines is arrogant, smooth-talking and ruthless. He loves the spotlight, speaks in confident soundbites and expects everyone to obey him. He has little loyalty to anyone, including his own partner, and constantly shifts blame. His cheerful, smug manner makes his cruelty even more unsettling.
Fun facts
- Haines’s name appears on in-game media and TV, building his public profile before you meet him.
- His feud with the IAA leads to some of the most action-packed government missions in GTA history.
- The By the Book mission he orders drew attention from critics for its interrogation scene.
- In the final choice, Haines and Devin Weston each ask Franklin to kill a different protagonist.

The FIB vs IAA rivalry
Much of Haines’s story is driven by his rivalry with the IAA, the game’s version of an intelligence agency, represented by agent Andreas Sanchez. The two agencies compete for funding and influence, and each uses criminals to make the other look bad. Missions like Three’s Company and Monkey Business are really moves in this game between agencies. The protagonists are stuck in the middle, threatened by both sides and paid by neither fairly. This rivalry is GTA 5’s sharpest political satire, poking fun at how intelligence agencies compete, leak and break the law in the name of security.
How Haines controls the protagonists
Haines keeps the crew working through blackmail. He knows Michael faked his death and that he has been living under witness protection, and he has evidence of the heists and murders the crew has committed. If they refuse him, he can expose Michael and send everyone to prison or worse. This pressure explains why the protagonists keep doing dangerous jobs for a man they despise, and why the final choice to fight back in Ending C feels like a release.
Dave Norton’s fate
Dave Norton survives in the canon ending. In The Third Way, he sides with Michael and the crew when they are attacked by Merryweather mercenaries and FIB agents, finally choosing loyalty to Michael over his corrupt boss. With Haines gone, Norton is free of the man who controlled him for years, which fits his more sympathetic role in the story.
Is Steve Haines based on a real person?
Haines is a fictional character, but he is built from familiar types: the media-savvy official, the agency careerist and the reality TV personality. Rockstar exaggerates these traits for satire, which is why he feels both ridiculous and believable. His blend of charm and cruelty makes him one of the most memorable villains in the series.
